Separate Sealed Bids for construction of the Town of Benoit, MS 2023 Water System Improvement Project, Contract No. 1, Water Well Improvements will be received by the Town of Benoit, MS herein called the “owner” at the office of the Benoit Town Hall, 114 West Preston St., Benoit, MS 38725 until 5:00 PM, local time on October 2, 2024, and then publicly opened and read aloud. The Project includes construction of new 500 GPM Water Well No. 3, rehabilitation of existing Water Well No. 2 and related Work.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.
This contract is funded in whole or in part by funds from the Consolidated Appropriations Act of 214 (H.R. 3547); therefore, this project must comply with the American Iron and Steel requirements of the Act.
This contract is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Drinking Water Systems Improvements Revolving Loan Fund (DWSIRLF) Loan Program from the State of Mississippi. Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with Appendix D of the DWSIRLF Program Regulations.
Bidding Documents may be purchased online at eleymcphersonplans.com upon payment of the printing charge established by the plan room, which is non-refundable. Bids may be submitted in person or by mail and must be enclosed in a sealed envelope plainly marked on the outside with the following: Bid for the Town of Benoit, MS, 2023 Water System Improvement Project,
Contract No. 1 – Water Well Improveents, to be opened on October 2, 2024, and addressed to the Town of Benoit, MS, 114 West Preston St., P.O. Box 66, Benoit, MS 38725. The envelope shall list the bidder’s Company Name, Company Address, and the Bidder’s Mississippi State Contractor’s License number. The Owner and Engineer assume no responsibility for premature opening of any bid envelope which is not properly marked.
Bids must be accompanied by a certified check or Bid Bond in the amount of five percent (5%) of the total amount of the Bid, which shall be in the form and subject to the conditions provided in the Information for Bidders. The successful Bidder will also be required to execute a Performance Bond and a Payment Bond, each in the amount of 100% of the Contract, issued by a Surety Company licensed to operate in the State of Mississippi.
No bidder may withdraw its bid within thirty (30) days after the actual date of the opening thereof. The Owner reserves the right to reject any and all bids, and to waive any informalities in the bids received.
